True reform of the child protective services (CPS) systems needs the support of workers, supervisors, administrators, and the public. It also requires thinking from "outsife the box" --not doing more of the same things that do not work. True system reform not only deals with the external, systemic issues that affect a child welfare system's potential to make good decisions, but also hinges on the frontline workers, who are often the first contact clients have with the government.
